Sayyid Abdul Jabbar Shah is regarded as the first ruler of Swat State. He ruled from 1915 to 1917. Miangul Abdul Haq Jahanzeb (Wali Sahib) mentioned in his autobiography about him:
“Abdul jabbar Shah was the grandchild of Syed Akbar Shah… He was about the same age as my father. I never met him here (in Swat): but later i have met him elsewhere, many times. He was always very polite, rather a paternal looking man. He was a good scholar and orator.”
