SOME CHARACTERISTICS OF WALI RULE

Till now most of the people interested in the recent past of Swat must have understood the system of ruling from 1917 to 1969. Now it is clear that the Walis were autocratic masters,having unlimited powers over men and resources of Swat. But they were not ruthless or cruel masters.They were benign, kind, loving and caring father figures, doing every thing possible for their people.The Rulers, specially Miangul Jahanzeb, worked very hard to the last day of his kingship.He had to be vigilant over every organ of the State.He utilized the limited resources of the State very carefully and made tremendous progress in every field.He himself was the chief Planing & Development authority, the chief Engineer, conceiving and approving plans of schools,hospitals,colleges and residential houses, bridges and roads himself. He awarded contracts to the lower bidders in buildings and Road. He awarded contracts to the competitive bidders for collecting ‘Ushr; and import/export taxes.

If any body claims some one could influence him, this is their own wrong impression. Education and health care were always his priorities. Two huge buildings of colleges at Matta and Dagar were in final touches at the time of merger.These included ten residential banglows each, main building, hostels and 80000 gallons capacity water reservoirs in each project. He used to send school teachers to the training institutions of the then NWFP, where they got certificates of JV, JAV,and SV.

Similarly Lab technicians were sent to LRH Peshawar for training as there were no paramedical institutions .There was no red tapism and decisions were made spontaneously. I will quote an example here.

During a hunting season, Wali Sahib paid a surprise visit to Middle School Nanser, Buner. He asked the staff, who were mostly non locals about their problems They complained about absence of water connection.The next day thousands feet of GI pipe were transported to the School and pipeline laid in a week time.

Wali Swat knew every nook and corner of his 4000 square miles of his Domain.So he knew the needs and demands of his people.He has been to the farthest corners of the State when he was a Wali Ahad. This historic extensive tour lasted for 3 months.
