After merger of Swat State, the existing system was going for some time till the fate of various departments of the State was decided. It was a herculean job and a Section Officer of the Establishment Division, Mr. Bangash had established his office in Saidu Hostel for boys. Though, at that time, I was critical about him and even wrote against him in an English Daily, he was probably the right man for the right job. He was very passionate with the local officials representing various State Departments. I was representing State P.W.D and had to attend his Camp Office daily. We had slowly developed an understanding, so we were lucky to resolve our differences and in a short period the integration of the State P.W.D was finalized to the satisfaction of the parties. But the problem was in the dissolving the State Malitia which was not my concern.
Moreover, there were a few thousand Road Workers, and their Officers, whose problem was complicated as well, because they had a service structure similar to the State force. There were Hawaldars, Jamadars, Subedars and Two Subedar Majors. The Road Commander and Police Commanders were already in Provincial Police. After much deliberation, those who opted for retirement were given an arm and some amount fixed according to the ranks and were relieved. Those who wanted to continue service were placed at the disposal of the B/R Department, Government of N.W.F.P. Hundreds of cycles were collected from them and dumped in the State Store, now handed over to B/R Department. At this juncture, I realized the wisdom of Mr. Bangash and his expertise. He made the job easy and smooth. The hard task was the dissolving of the State armed Militia. The man representing this organ was often at the verge of collision with Pakistani authorities. It was the most complicated issue but was resolved at last, thanks to the sagacity of the Integration Team and the officers of the forces. Those who opted for service, were integrated in the F.C or Police Department and those who were willing to get retired, were paid some fixed amount according to their ranks and one type of arm of their choice with free lifetime license. The Naib Salar Umara Khan was directly appointed as D.O, F.C (District Officer Frontier Constabulary). Captain Sed Jehan Khan of Kana was made Naib Salar to sign the papers of every State Force Personal. Thanks to all who were involved in the process.
