Recently I read some comments on social media about the governance system of Swat State. The views of a critic were such that the State was run on day to day basis in a haphazard way, without proper departmentalization, Service Structure and Financial matters.
Off course, in the beginning, the State was run by the single wisdom of Miangul Abdul Wadud (Badsha Sahib). But the system evolved step by step with the turn of events and when Wali Sahib took over in December 1949, a visible outline was already in process.
Wali Sahib accelerated the process and every organ of the State was clear about its jurisdictions and limitations of its powers.
I would add that even payment to State force was prescribed in a clear rank wise manner. For example, sepoy got twice annual wages on kind,1500 kg of wheat, Maize & paddy in total. If an area yielded little crops the sepoyes were paid in cash according to Market rates. So on so forth.
The ranks above Subedar were paid monthly salaries.
Teachers were paid monthly salaries and if some one improved his qualification, his salary was increased according to the scale in that category. For example one Bakht Mashal, a school teacher, acquired Master in Pashto, he was inducted as Lecturer in Jehanzeb College, Swat. My personal experience is like this.
Probably in 1966, Wali Sahib decided to upgrade our status from Baboos to Overseers. We were six men selected for promotion. Sitting with the State Information Officer, Mr.Abdul Halim Advocate, we discussed in which scale we should be placed. He said he would prepare a DFA and will put up before His Highness. This was probably the only order typed in English. The order said that the Ruler of Swat was pleased to promote the following staff of State P.W.D to Overseers in the existing pay scale. Wali Sahib approved the DFA and called us to his room of office and congratulated us. He further expressed his confidence in our efficiency.
