We had a very effective system of quality control in the Ex-State, which if literally followed would have yielded great success. But some careless elements sabotaged this set up for their very minor interests. For example, each Tehsildar was directed in black & white to have a check on the quality of State projects within their jurisdiction. So were Hakims held responsible to pay visits from time to time and report back to the Ruler, the progress and quality of work. Unfortunately, the Hakim of Chakesar was very old in my duration, so I had to remain at least for a fortnight every month there.
During the previous Royal visit, the Hakim asked Wali Sahib to relieve him of his responsibilities. Wali Sahib refused, asking him to stay one year more. The Hakim said “OK”, If you want me to be carried dead from Chakesar.” Wali Sahib laughed at this and made him agreed to stay.
My relative at Chakesar, Dr.Sultan Muhammad had been transferred to Ranolia, Indus Kohistan and I was left by my own. But Alqamoot Khan, known as Ako, helped me make my stay there easy in every possible way. He was a real Pukhton in all dimensions of this word. His sons, Hayat Khan and Sher Muhammad Khan also extended all possible support to me. Another good friend I made was Syed Thahar who later became Advocate Supreme Court of Pakistan. Moreover two great Educationist from Swat were also there to keep me company. They were Sayyad Ali Shah of Kala Kaley, Kabal tehsil and Rashid Ahmad of Qambar.
But I missed the company of Prof. Humayun Khan, Iqbal Khan and Qazi Hussain Ahmad. We had many happy evenings together in College Colony. Whenever I came back from Duty at Chakesar, I rushed to Humayun Khan residence at College Colony and often stayed for night there, though my house in Afsar Abad was on a five minute walk. Now our office was just below my house. It had then all the facilities available at that time for smooth running of the Department.
I was hoping that on completion of the 10 bed Hospital at Chakesar, my transfer to the plane areas of the State would be possible. But a new project was approved. Court, Guest Rooms and House for Hakim were approved, tenders floated and one Amir Muhammad of Saidu Sharif succeeded to get the contract. This prolonged my stay for indefinite time.
