It was much before we had shifted to Sawarhai, Buner, our S.D.O Khurshid Ali Khan was transfered to Saidu sharif,and one Mr.Sabz Ali Khan came from Chitral to Daggar and assumed the charge.He was a bachelor then and have brought with him a boy of fourteen years from Chitral. Chitralies are generally good at cooking and domestic service. His name was Altaf Hussain, a blue eyed,fragile childish face. But he was expert at his job.
Meanwhile after the shameful ousting of the cursed Yahya, the government at centre and provinces were formed by Pakistan Peoples Party, using all tactics of coercion, intrigue and force. Though the Yahya elections have actually lost its validity as they were held under one Pakistan, which was no more on the world map now. But the army stood behind Bhutto and it was still the binding force, in the truncated Pakistan. In NWFP, Awami National Party formed government with the help of Jamiat Ulemai Islam and Mufti Mahmood was made Chief Minister in the coalition government.
Buner was represented by Abdul Rauf khan of Daggar in the Provincial Assembly from Muslim League, Qayyum Group. He was a very noble and clean person but continued his instinctive intrigues and after Liaqat Bagh firing, banned NAP, arresting Wali Khan and many top leaders of the opposition. Some nationalist leaders made thier escape good to Afghanistan and they started thier Anti Pakistan campaign from Jalal Abad and Kabul. In the mean while, subversive activities also started in the country, particularly in the Frontier Province (Now Khyber Pakhtunkhwa).
Buner too got its share of sabotage. We often kept awake in the night, along with the Assistant Commissioner, sitting in the lawn of the Daggar Rest House. We rushed to every venue of sporadic blasting to assess the damage. One night we had four blasts, one at Chanarh Bridge, one in front of UBL, in a transformer, recently installed after electricity was extended to Daggar,and each in Exchange and SWH Station at Hasham Sar, Elai. But the damages thus made were nominal. The IEDs were probably lacking the required power of destruction.
After some short spell, the subversive activities stopped in Buner but continued elsewhere in the country. One day the local MPA visited our office.He asked each of us where we belonged to. As we replied, we were from Swat, he shouted, “It means we are still slaves of Swat. We thought we are now free from the yolk of the Wali.”
Actually he was uneducated and won the election on the basis of his family influence. We explained we are not here to rule but to serve the people. Personally, I later became his favorite. Whenever I went on inspection of an under construction girls school, his servant was there to take me to hujra, served me with a bowl of pure milk, as I was advised by Dr.Nader Khan to give up tea and take milk instead. So, for 13 years,I took only milk in the breakfast.
When electricity was extended to Buner, the people used to take illegal connection.There was a great shortage of meters so the people availed illegal free electricity.
