Never Ever Dream Again (Autobiography of Fazal Raziq Shahab) Part 47

My second spell at Buner starting from November 1993, was not multi couloured as the previous one. I was now 50 years old, lost the charms and tastes of a vibrant young man. The luxury of living in a Class 1 residence was also an old story. Now for the next five or six years, we have a two room private quarter behind the College Campus. Instead of my old servant Malook who was paid by Government we had our own paid cook from Sunigram, Buner. We slept on the floor because the accommodation was not enough for cots etc. A few months later the hired servant left us and I asked my SDO to allow me the old Road Coolie for our domestic service, i.e Malook. So it was some how a hue of the old days when Malook took over the kitchen. His sons have now grown up and helped his father in the kitchen.

The old Staff of the Daggar College of our days was no more there except Hameedur Rahman Khan who was a local from Kalpabai. His father, Ashtar Khan was an influential man of the area. Sawarai was now a blooming commercial hub of Buner with plazas, markets and hotels. The weekly trade fair was still the main feature of Buner, driving people from all Buner and Mardan, held on every Saturday.

I was attached to Highway Sub Division Daggar. As a bad luck, I had most of my service life after Pakistan took over the State, in Roads Section. Those field staff who can use foul means always prefer Roads and earned a lot of money. But I was a coward man with a weak heart. I saw handcuffs in every move out of the line. So I had to live always short of money.

Unfortunately, I have developed some habits out of my resources. that troubled me very much. One day as I was going through the college property land for my morning walk, I saw some thing on the top of a pillar of the Gate, leading out side to the main road. At first glance I thought it was a sheep head with curly thick wool. But when I got close to it, I shuddered and felt sick ready to vomit. It was a young man’s head, chopped just above the Adam’s apple. His face was towards the Road, open eyes looking straight ahead. I ran back to our quarter. My friends were yet half asleep.I wake them and told them about the chopped off head. One of them ran to the gate. Now people had gathered and were talking about the boy. Blood drenched jute bags were lying on the berm in which the head was transported there. Some people recognized the face and talked in whispers to each other. Our friend returned and from information gathered at the site, he said it was the head of Younus, the grandson of Yaqub Khan of Daggar.

This young boy had killed at this very point, his father’s suspected killer, Syed Rauf khan along with two sons in thier car. During his indiscriminate fire, another boy was also killed in a passing pickup. We went to our office at Daggar and from thier went along with other officers to Daggar village. It was a strange and unusual situation. People went to the Hujra of Yaqub Khan and sat silent for a few minutes and then left without saying any words. Then these people went to Abdul Rauf Khan’s Hujra, elder brother of Syed Rauf khan who said only these words, “Allah de kher ke. Kaar osho.” But to the surprise of the Police and common people, the mother and sister of Younus refused that the head belonged to Younus. So the head was buried by police temporarily.

The mother told her close circle that if we own the head, the killers would keep the body and producd it sometime later. So let them throw the body. And the body was found some forty days later in Barundu khwarh near Tangoo Bridge, Gagra.

I Was facing great financial problems in the year 93/94. I had to draw an amount of Rs.10,000 from my GP.Fund. We were shifted from the Sawarhi private quarters to another block of private residences in Daggar Maira. Here the rest of the Staff including XEN and the SDO building also lived in Government residences. Our S.D.O highway lived in a private house.

The situation changed dramatically on the sad demise of a PPP, MPA,Nadar Khan. Bi-elections were announced and the then Chief Minister, Aftab Sherpao of PPP wanted the seat at any cost. Two provincial ministers, Ahmad Hassan and Dost Mohammad were given the task of making the win possible. They both shifted to a clerk quarter in our office vicinity. I was ordered to accompany them constantly in thier movements, through out the area. We used to start early morning and returned late in the evening noting the demands of the people and then submitting these for preparation of cost estimates. Sherpao himself visited most parts of the Constituency himself also and sanctioned construction of three prestressed Concrete Bridges, two at Totalai and one at Kuliarhai. I prepared the POC1 of these bridges and got sanctioned from P&D Department.

Tenders were floated.I was to supervise the Bridge at Kuliarhai and the two bridges at Totalai were to be supervised by my colleague, Mohsin Shah, Sub Engineer. The PPP ruling party won the seat but it cost the Government some what 47 crore of rupees. I was lucky to complete the Bridge four months before the stipulated time and the CM inaugurated it himself. In the mean while I was called from Saidu Highway Office, to meet the XEN Highway Swat. Reaching there, I was informed I was nominated in a case registered by the ACE Swat. I was shocked to hear this. How much I had struggled against odd situations to block the embezzlements and that headstrong Mr.X. When I reached Saidu and met the concerned Inspector, he was also puzzled why my name was there. In short, I got BBA from the Session Judge in a matter of hours and when the Technical Report came, my bail was confirmed. I was also exempted from attending the Anti Corruption Court for further hearing. That Mr.X was nominated in four  FIRs. I thanked Allah I was declared innocent in the first appearance and let go free of all charges.

Many XEN and SDOs were tried but at the end of the day nothing came out because now Mr.X had become a big VIP. But I thought this unjust and unfair treatment with me. I considered it an attempt of jeopardizing my integrity. I was always considered a hard task master. I have been member of many Inquiry teams in the Department, such as Kulangai Agra Road against Wah Bofors, Martung Kabalgram road held against the concerned staff of RDD, maintenance of Saidu Hospital against my sister department. I had a reputation of honesty and integrity beyond doubt. So I felt this case very badly.

In 1998, I was transferred from Daggar to Highway Division Swat by order of the Chief Engineer C&W Department. Immediately after my arrival, a Cash Programme of Rehabilitation of Saidu Landaki Road started in my Section. Here I have to face more Mr.X type contractors. Our differences rose to boiling point but I stood firm against all odds. So, as is a common phenomena in Pakistan I have to suffer and the Mafia, led by a Khan won the match. In 2000, after Pervez Musharaf threw the elected Government, Mr X became his right hand man. Now he was above every law of the land. Even a Military team, inquiring into Karora Chakesar Road, could not touch him. I do not know what became of that project as I got retired in April 2003. In 2000, my elder son Humayun Khan got married. His in-laws belong to a noble family of Spalbandai, now permanently settled in Canada. My younger son had married his cousin in 1989.
